Personality:
Eiki was once a Jizo statue before she gained enough faith to be promoted to a Yama (Judge of hell). Her actions support her origins quite well. Jizou was bodhisattva who refused the position until the day Hell would be empty of souls. They are known to help the souls of children who can not cross the Sanzu River as well as argue for the fate of souls in front of the Yama to gain them lighter sentences. This is one of the reasons why she frequently tries to help people take a higher road.
She is optimistic, fearless and gentle, but she is also persistent. Since she is now a Yama, she knows the fate people are living towards, and what sort of judgments they will receive in hell if they were to die soon. Whenever someone is going down a bad path, she likes to go visit them and warn them. Usually this leads to a long winded and boring lecture. We see this behavior at the beginning of her scenario, where she travels around Gensokyo to ask those she's talked to before if they've been heeding her advice.
Though she means well, her remarks can be quite scathing, and she tends to embellish the punishment she says people would get if they were tried as they currently are. She does this with the hope that it will scare them into trying to be a better person. She sees nothing wrong with this, and can be quite stubborn in her practices, even though everyone else would like her to go away and shut up.
Her good nature and will to help people does not cloud her judgment though, all before her are judged by how they lived, and she takes no preference when sentencing. In these cases she is very stern and unmoving. She is also stern with her subordinate Komachi, and can be harsh, much harsher than with others. But this is because she wants Komachi to do better, and expects high standards from her. You could say she is harsher on her because she cares more. When she finds Komachi slacking off near the end of the game, she tells her she had higher expectations of her.
Ambiguity has no place in Eiki's world, things are one way, or another, with no exceptions. Due to this, grey matters make her a bit uneasy.
Most people in Gensokyo avoid her, especially the youkai. They don't like the idea of running into the yama which tends to leave Eiki very isolated, though this doesn't bother her at all. She still goes to people she feels need help, if they want it or not. This behavior makes up for almost the entire game, she goes from one place to another in search of different people to lecture in order for them to avoid a bad sentence when they die. And though she needs to be forceful with everyone (since each encounter leads to a battle) each one changes just a little bit for the better after she leaves.
Abilities/Powers:
As a Yama Eiki's powers are not exactly defined, however she is incredibly powerful and seems to be capable of rather unimaginable feats. In canon though few are ever displayed, for as a Yama she has a tight grip on herself and is never out of control.
What we do see is that she has the ability to see in black and white, that is, in good and bad. She knows when something is good, and when something is bad. Of course, this is by Buddhist definition and not by simple morality. She can also see all the sins a person has committed in their lifetime using a special mirror, but it takes some effort and can be tiring to use it too much.
There is also the ability to conjure up a persons past sins and use them against them, such as bringing a mirror image of a person who will fight against them, or people who were wronged in the past being used to punish them. This is very rarely used, and is pretty much excluded to situations were she wishes to make a person reflect on themselves and what they've been doing. There's only one instance of her ever using this ability.
As a Touhou character she also has spell cards and can use danmaku. Her "bullets" take the form of the rod of remorse, the standard tool used to punish a soul after it's died. Traditionally the sin of the deceased is written on it. In the words of Yukari, she is stronger than Reimu, Yukari and Yuyuko combined. (All three considered rather powerful within the canon)
As a yama Eiki is outside the confines of the reincarnation cycle, which makes her almost untouchable by most of the other characters. Her threat analysis is considered low though, as she has no intention of ever harming anyone, and her morality prevents her from causing harm. Since she is a creature of absolute balance and only does "right" as a judge, the full extent of her abilities are never seen. Though yama in general are considered a high level threat.

Many things came to mind when Eiki first woke, all of them rather instantly. First, she was not where she should be. Second she had been asleep for some reason when she did not remember retiring. Third she was in a very rundown building. Another person might be scared at this point, or worried, Eiki was neither though she was concerned. But that feeling would have to wait as she surveyed her surroundings. Run down, broken, abandoned... a place with no visible life. She could not even sense much around her, though she could tell there were things scuttling around here and there. Despite knowing there was at least someone like life near by, it did not console her to the situation. She was without answers and could not gain them on her own. She could consult her Cleansed Crystal Mirror, but the energy involved for the depth she would have to go for such an unknown place was not worth it. She would have to find someone and see what she could find out that way.
She looked over the room she awoke in one last time before moving on and noticed a strange device nearby. It seemed to be a mobile phone of some kind, but she couldn't really identify it more than that. Though she was more familiar with the outside world unlike residents of Gensokyo, she did not keep up on it, technology that drastically changed from decade to decade just did not make enough of an impact for her to remember it well beyond a general vague understanding of use and purpose. With this understanding she picked up the phone to see what she could gain from it.
It was odd to note that she could not find any words on the device, she could see pictures but no text, the longer she scrolled through the phone investigating the more she realized, she had not seen anything written at all.
Quickly she went to look at the walls, at her surroundings, at anything she could find. Language could take many different forms but was usually easy to identify, however she did not spot anything.
